It's an app that helps you clean your feed a bit, get rid of spammers and marketers, work out who is actually retweeting you and who is being followed by other people. Why? I needed a way to cope with my own Twitter feed - to work out who was/wasn't interesting, who was actually interacting the most, and to trim the fat. I was following 3,000 accounts - that is waaay to much to keep on top of.
This functionality didn't exist on AppStore. I figured if I needed it so desperately other people would too.
